Our client, an established company, providing efficient and high quality domestic and international postal services, has the following vacancy.




Job title:
Finance Manager (Fixed Assets and International Postal Accounting)

Qualifications and Prerequisites:
  • Bachelor of Accountancy or its equivalent.
  • Minimum 5 years relevant working experience, preferably in a public listed company, of which at least 3 years experience in a managerial position.
  • Possess hands-on knowledge of SAP.
  • Proficient with Microsoft Excel and Word
  • Good written and spoken English
  • Supervisory and managerial skills are essential
  • Singaporean or SPR only

Reporting to:
VP (Budget and Accounting Services)


Job description :
1) Fixed Assets Accounting
  • · Review the monthly, quarterly and annual audit schedules and reports for fixed assets section
  • · Perform quarterly review under FRS 40 and FRS 105
  • · Perform impairment review on selected properties as and when required
  • · Prepare year-end audit schedules for annual accounts:
  • - Impairment review
  • - Review of Reinstatement Costs
  • - Review of Residual Value
  • - Annual review of FRS 40 and FRS105
  • · Assist in annual budget exercise for capital expenditure and inventorised assets
  • · Support Annual Fixed Assets Sighting Exercise (July to December)
  • · Support Annual Inventory Stock Take for Spare Parts of Postal Machinery (March)
  • · Support Annual Stock Count for Philatelic (October)
  • · Track variances between budget and actual for fixed assets
  • · Plan and coordinate sighting officers for condemnation of fixed assets
  • · Update the fixed assets financial manual
  • · Any other duties required to ensure adherence to fixed asset financial manual
  • · Supervise one clerk
2) International Postal Accounts
  • Check and sign all statement of accounts (incoming, outgoing, traffic and S$) on outpayments and conveyance for both Mail and Logistics (Speedpost, Parcel and Indemnity)
  • Check and authorise payment memos
  • Review month end accruals on International Postal related accounts
  • Review all traffic-related costs (outpayments and conveyance)
  • Review and monitor debtors and creditors ageing related to international postal administrators and airlines; recommend impairment required.
  • Liaise with other operating units on action steps to recover old outstanding debts
  • Review monthly trend report on inpayments, outpayments (to check computerised reports) and conveyance
  • Review inbound and outbound general accounts
  • Plan monthly, quarterly and annual payments to ensure no significant fluctuations in outstanding balances.
  • Review audit schedules
  • Perform quarterly review under FRS39 on international postal bad debt provision
  • Perform annual review of statement of weight in relation to ATC
  • International Mail System Computerisation, SPACE System Computerisation and ongoing review to enhance reports/systems performance and processes
  • To handle EMS and Parcel agreements on rates and settlements
  • To ensure master rates are properly updated by staffs and are correct/valid.
  • Update procedures/processes relating to International Postal Accounts and ensure adherence to these procedures/processes
  • To liaise with postal administrations and overseas agents pertaining to account queries and settlement of general accounts.
  • To familarise with all UPU regulations and manuals and bilateral agreements, to guide the staffs on compliance and to coordinate process/ system improvements to ensure compliance.
  • Supervise 5 clerks and 2 senior clerks
3) Any other duties that may be assigned by the Company and department.
